On legal status and progress, the project holds Detailed Planning Approval Decision No. 3636/QD-UBND dated 24/12/2025 and Investment Registration Certificate No. 3667740666 issued by the Ho Chi Minh City Department of Finance on 10/06/2026, recording total investment capital of VND 5,366.64 billion. As of July 2026 the site was carrying out infrastructure works, with site levelling essentially complete. Because the Investment Registration Certificate was only issued on 10/06/2026, the “Q1 2026 launch” reported in some articles is not accurate: as of late August 2026 the project is only at the booking (priority deposit) stage, no official price list has been issued and no handover date has been announced, with the sales launch expected to qualify within 2026. **About the developer.** The project is developed by Serenity Investment Joint Stock Company, headquartered in Hai Tan quarter, Phuoc Hai Commune, Ho Chi Minh City, with Mr. Nguyen Ngoc Huy as legal representative. Serenity was established in 2020 and was for several years a subsidiary of Phat Dat Real Estate Development Corporation (ticker PDR), which announced and marketed the project under the name Serenity Phuoc Hai from March 2022. On 04/06/2026, Phat Dat's Board of Directors approved a resolution to transfer its entire 99.34% stake in Serenity Investment JSC at a price no lower than book value, in order to concentrate resources on its priority projects for 2026; once completed, Serenity will no longer be a subsidiary of Phat Dat. Note that this remains a resolution in principle: as of late August 2026 there has been no announcement that the transaction has closed, so buyers should re-confirm the ownership structure at the time of signing. Many distribution websites still list Phat Dat as the developer — that reflects the parent company, while the developing legal entity on the paperwork is Serenity Investment JSC. Details of the hotel operator and the main contractor are reported differently across sources and have not been officially announced by the developer, so ask for written confirmation before relying on them.
**Who is it for?** The best fit is the mid-capital investor (roughly VND 2 – 3 billion) who wants early entry into a large-scale resort complex on the Phuoc Hai coastline, where the entry price level still sits below Vung Tau City and Ho Tram, and who accepts what a tourism apartment involves: cash flow depends on operating performance and occupancy, and secondary liquidity is typically slower than for residential apartments. The second group is buyers of the 500 – 870 sqm beachfront villas or shophouses who want both personal use and a service business on the same asset. Conversely, buyers who need a genuine long-term home, a residential pink book (so hong) or a high loan-to-value mortgage should think carefully, because this is a project on commercial-services land rather than a commercial housing project.
