About The Light City

The Light City (legal name: Hai Dang Residential Area) is a 49-hectare township developed by HODECO on Chi Lang Street in Phuoc Thang Ward - the former Ward 12 of Vung Tau City, now part of Ho Chi Minh City. Phase 1 covers 27.2 ha with a building density of 46.49% and total investment of about VND 2,400 billion, with a product mix of 490 townhouses (100 - 157 m²), 213 villas (239 - 385 m²) and one apartment block of roughly 400 units. Note that this is the product mix for Phase 1 as a whole, not the inventory currently on sale: at present the developer is offering low-rise products only, and the high-rise component has not been launched. This is one of the few townships in Vung Tau that is already occupied, with technical infrastructure substantially complete and part of the amenity set already in operation.

As of Q1 2026, HODECO had invested more than VND 980 billion in the project. Iris Center Park, Olympus Park and the ITF-standard tennis courts are complete; the pickleball courts broke ground in October 2025; a school and a medical centre are being developed through partnerships. On the low-rise side, townhouse rows LK4, LK5, LK7 and LK9 have been completed and handed over in stages, and residents have moved in. On the sales side, the developer has designated The Light City as a key project for 2026 and is finalising the procedures to launch the third and fourth releases covering the remaining townhouse and villa stock in Phase 1. Phase 2, covering nearly 22 ha, is expected to begin from 2027.

**On pricing.** The developer has not widely published an official price list for the new releases, so the figures below are indicative only. CafeLand (updated 04/2026) records project pricing from about VND 37 million/m². VnExpress (10/2025) reports that villa prices in the Phuoc Thang area start from VND 49 million/m² - this is the general price level for the area, not a price list specific to The Light City. On listing portals, townhouses commonly start from around VND 5 billion per unit, including listings of developer inventory quoted at about VND 7.9 billion for units of 100 - 102 m². The spread between sources is wide, so we recommend contacting Happy Land to cross-check against the original price list HODECO releases for each phase.

**On the developer.** HODECO - Ba Ria - Vung Tau House Development Joint Stock Company (ticker HDC, listed on HOSE since October 2007) began as a state-owned enterprise established in 1990 and was equitised in 2001. It is a long-established developer with a large market share in the former Ba Ria - Vung Tau province. On the legal side, the project holds 1/500 detailed planning approval No. 6817/QD-UBND dated 11 September 2018 and a construction permit issued in August 2019, and it settled its Phase 1 land use fee obligation (more than VND 545 billion) in 2021; in July 2023, more than 100 products were confirmed as eligible for sale. The developer says it is focused on completing the procedures needed to offer new inventory during 2026, while working with the authorities on an overpayment of land use fees of more than VND 150 billion. Vietcombank finances the project, alongside HDBank, Vietbank and PVcomBank, which provide buyer credit.

**Who is it for?** The project suits families in Vung Tau and the surrounding area looking for a genuine home in a properly master-planned township with an operating management board and amenities already running. It also suits medium- to long-term investors who want to hold landed property in a coastal city, ahead of the Bien Hoa - Vung Tau Expressway and Long Thanh airport. Compared with coastal villa pricing in Long Hai - Ho Tram (where some projects reach VND 126 million/m²), the price level in Phuoc Thang (from VND 49 million/m² according to VnExpress, 10/2025) still leaves room. Conversely, it is not yet the optimal choice for buyers seeking immediate short-term rental cash flow, as the area is still filling up with residents.

The Light City sits on Chi Lang Street in Phuoc Thang Ward - the former Ward 12 of Vung Tau City, which became part of Ho Chi Minh City after Ba Ria - Vung Tau province was merged into the city in 2025. The site is at the northern gateway to Vung Tau, adjoining and conveniently connected to the two main external arteries, National Highway 51B (2 Thang 9 Street) and National Highway 51C (3 Thang 2 Street), at the point where the three functional zones of Chi Linh - Cua Lap, North Vung Tau and North Phuoc Thang meet. According to the developer, central Vung Tau is about 15 minutes' drive from the project; the ward market and health station about 5 minutes; and Mega Market, Long Cung Beach and the Chi Linh - Cua Lap tourist area about 10 minutes. At the regional level, the Bien Hoa - Vung Tau Expressway shortens the drive from central Ho Chi Minh City to about 1.5 hours; Ba Ria City is around 12.5 km away; and the coastal road, together with 3 Thang 2 and 2 Thang 9 Streets and National Highways 51B and 51C, forms the area's external road network. Looking further ahead, Long Thanh International Airport and the proposed Thu Thiem - Long Thanh light rail line and metro line serving the Cai Mep - Thi Vai port cluster are expected to further improve access to northern Vung Tau in the years to come.
