The Emerald Boulevard is a high-end apartment development by Le Phong Group, built on a site of more than 10,000 sqm fronting National Highway 13 (Binh Duong Boulevard) at its junction with Vinh Phu 10 Street, in Binh Hoa Ward, Ho Chi Minh City — an area that was previously Vinh Phu Ward, Thuan An City, Binh Duong Province.

Press reports describe three 40-storey towers over three basement levels. The distribution agency puts the inventory at around 1,149 products, comprising studios (listed by the agency at 29 sqm), one- to three-bedroom apartments of 45–117 sqm, penthouses, condotel units and podium shophouses.

The foundation groundbreaking ceremony was held on 23 January 2026 — while VnExpress reports the project as scheduled to start in Q4 2026 — and the project was launched to the market on 20 June 2026, with around 1,000 guests attending and more than 350 products selected on the day.

Note that this is a separate project from The Emerald 68 (also developed by Le Phong, at 68 Vinh Phu 16), which differs in location, scale, main contractor and construction timeline.

The project's strongest support is infrastructure. The 6.3 km stretch of National Highway 13 from Binh Trieu Bridge to Vinh Binh Bridge is to be widened to 10–14 lanes with more than 3 km of elevated roadway, at a total cost of close to 21,000 billion VND, expected to break ground in early 2027 and complete at the end of 2028 — almost exactly when the project itself is due to finish.

The location also connects directly to National Highway 1, Ring Road 2 and Ring Road 3, and falls within the catchment of planning studies for metro lines extending north of the city.

On price, neither the developer nor the press has published official figures so far. According to the distribution agency's price list, indicative pricing starts from around 62.6 million VND per sqm: studios at roughly 1.88–2 billion VND, expanded one-bedroom units at around 3 billion VND, two-bedroom units at around 4.66 billion VND and three-bedroom units at around 5.87 billion VND.

Unit sizes are also quoted differently from one agency to another (two-bedroom units, for instance, appear as 59–64 sqm in some listings and 65–75 sqm in others), so the developer's original inventory sheet should be checked before any deposit.

Apartments are handed over fully fitted out, with the Samsung SmartThings smart-home platform and equipment from Bosch, Hafele, Grohe, Yale and Jotun.

The payment schedule is stretched over roughly 22 months, with buyers paying only around 50% of the value up to handover; sales phases have also carried fast-payment and ahead-of-schedule payment discounts.

About the developer. Le Phong Group has developed a number of projects along the National Highway 13 corridor in the former Thuan An area.

Together with The Emerald 68, it has brought more than 4,000 products to the market on this single road. At The Emerald Boulevard, construction is handled by Central Construction JSC, while the foundation works involve Tung Feng — described by the developer as a contractor that worked on Taipei 101 — with more than 400 billion VND invested in the foundation alone.

MB provides the project financing, DKRS handles distribution and CBRE advises on operations management.

Who is it for? The project suits owner-occupiers working in the Thuan An–VSIP industrial belt or commuting regularly into central Ho Chi Minh City, and investors who want exposure to the National Highway 13 widening cycle at a lower entry ticket than the inner city.

Because units are handed over fully fitted out, they are also straightforward for buyers who intend to put them on the rental market as soon as they take possession.

Conversely, buyers who need a home right away, or who prioritise a property with the pink book (so hong, the ownership certificate) already issued, should weigh the fact that completion is still roughly two years off.
